  One deployment attempt per row, shared by the global history, a domain's
  history and the application page's own section, so the three can never
  disagree about what an attempt looks like.

  The rail carries the outcome; the meta carries the four facts an operator
  scans for: what triggered it, which commit, how long it took and when. For a
  failed attempt the note is the first line of the error, verbatim. The row
  links to the detail, which is where the captured build log lives.
